Access Control System Overhauled

After extensive discussion earlier this month the access control system has been seriously overhauled and improved thanks to John’s efforts. You can read all about it here: http://lists.okfn.org/pipermail/kforge-dev/2006-January/000140.html

With a few more tweaks this should form the basis of a 0.91 release.
